One of Philadelphia’s most beloved advocates for those living in poverty is being honored by her own organization as she prepares to say goodbye.
Gloria Guard, president of Peoples' Emergency Center, has been a longtime voice for homeless families in Philadelphia. She made national news just after 9/11 when she informed then-President George W. Bush during a Philadelphia visit about a flaw in his welfare reform legislation.
“He and I actually engaged in a bit of an argument over it and I had to put my little pumps down and say, no, this is the way it works and this is what's going to happen. Because we had a welfare recipient who had just been through that situation and I was able to tell him that story.”
That part of the legislation was changed.
Guard is receiving PEC's Imprint Award Tuesday night for playing a critical role in helping homeless families in Philadelphia.
